Evaluating the existing means used to collaborate the lawyers to the citizens and the citizens to the lawyers, the services to be given from the lawyers to the citizens fall into the delaying and not being responded at a time and most of the citizens or clients they even not know to whom they have to address their problems for being supported and guided at an instant because it takes too long scenario to get the one who is might and able to give a fully support to meet their inquiry problem. During the audit done in 2013 , the report shows that, the high court of Rwanda, has discovered that there is no formal communication plan, what is available are unplanned Radio programs that are aired on the state Radio generally to explain laws and a primarily non-interactive website that can’t connect instantly with the citizens, inadequately designed and presented reports (2013 judiciary annual report). By ‘Unplanned’ here simply imply that, there is no strategic communication plan that establishes, who the court communicates with, about what, why, when, at what cost and how this communication will be prioritized. The opposing view is ‘planned’ meaning that, the practice is deliberate contrasting to being performed on a reactive or as ‘needed’ basis. Also, the existing committed communication requires the intervention of much amount of money from the citizens displacing to the lawyers’ offices while the citizen is not sure that the lawyer is in his office and also there is no appointment given. The purpose of this project is to develop a chat platform interact the citizens and the lawyers, where this platform will be able to let the citizens be able to communicate with the lawyers in chatting (sharing the ideas with the lawyers over the internet). in the process of serving as an evidence-based tool that supports assessing the Rwanda existing policies, and shaping new policies of implementing citizen to lawyer chat to further accelerate the Rwanda’s Socio-Economic Transformation.
